Then, resynch Symtime to the outside server to see if it adjusts your system clock. This seems unusual... Shockingly enough, you need to set the clock to a nearly correct time for it to synchronise properly. I simply added the domain admin, and local service groups/users to the policy, relogged into the server and the policy took effect and pulled the correct time.
