It worked perfectly the first four times I ran it, and created perfect .MSP files for about a dozen installations from this network installation point. It's not a privileges problem; even I get these messages, and I have all rights. Thanks for the help. I click on OK 5.

Do you select the disable checkbox to enable or the enable checkbox to disable? Bad news! My guess would be that you have a missing config file or a missing entry in that file. There are some settings in the OCT that may mystify - e.g., "disable auto republish". You will end up with something like this. Use Process Monitor instead. I read something about the config.xml file but it was not much help… thanks.
