The solution provided here works just fine. I'm getting this error message when installing on a fresh Server 2008 R2 SP1 box which has been promoted to a domain controller. Look up the Lightweight Directory Access Protocol (LDAP) error code specified in the event description.

I hadn't disabled IPv6 and it bit me!
